event_surface_spectrum: Make a spectrum of the events (pulse) surface data

Make a spectrum of the events (pulse) surface numbers from the rawevent files.
Rawevent files are made by HDF_Eventpar or XHDF_Eventpar when the '-rel' 
parameter is set.
The program starts by making an apparoximate energy calibration by
fitting the energy as function of pulse surface from a processed event
file (which is made by HDF_Eventpar or XHDF_Eventpar specifying the
'-el' parameter. In addition it needs MXS data, specified by '--mxs')
